Summary

Cable reel from an empty filament spool. Can be customized to match yours spool sizing.

It is intended to be used with screw-mounted cables, so it is possible to disassemble, run the cable through the design and assemble it again.

It consist of four parts:

main thing to insert into the spool's center
counted part to be screwed-in
cable clip to fit the cable in place
two optional handles for faster wind-up

I used PLA for start and had no problems with that since.
