Summary
This is a basic soap cup with dimensions larger than the soaps I had at hand, so gripping the soap should be easy. It doesn't float. The ribs and holes are there so that water should run out and the soap therefore dry quicker.
You can print it at lower infill than 15%, but some weight is a benefit.
Feel free to suggest improvements and I'll make a new model.

You can lay the model flat and sink it so that the feet are under the plane for an easier and quicker print (provided you don't need the feet that is).

Post-processing
Considering the use, you might need to get rid of some sharp edges using a burring tool or sand paper, but the model itself consists of no such things.
Disclaimer: PLA is deemed safe for this kind of use, but depending on filament you use, or possibly allergy, that might not be the case for you.
