Summary
One day I said to myself, "I want a 3d-printed fidget saw" and had also wanted to try making a print in place object. And that's how this was born. Version 1 was terrible and is not published here. Version 2 is bigger, and has thinner blades, so it is sharper. Version 3 is smaller and faster to print, as well as having thicker blades.
It could be interesting to make a handle with some sort of spring attached to a rubber band to make it spin faster, but I do not want to get ahead of myself.

Post-Printing
This can take a bit of work to get spinning. I have had success with vice clamping between two quarters, or putting one side of a pair of pliers on the inside of the ring and squeezing the two pieces together from multiple angles. After spinning it for a bit, you can add some lubricant to make it work better.
It may not overhang correctly and need some filament cut out with a knife in order to work.
It may also work better on printers better than mine.
