Fit and glue 2 parts together for a plug that floats. Apply some splitshot in clay if ballast is needed. For a holo effect, process your prints to clear transparency, and put holographic film of your choice inside before gluing parts together.

I print in resin with the pieces oriented so there's minimal cupping, with the cavity facing up slightly (down towards the vat so resin empties )
If you are printing FDM, infill is 100% as I have modeled the thickness of the lure already.
