And that in turn appears to be a re-make of a commercial clip from "Minky" (manufacturer).
The purpose is to easily clip onto a regular clothesline and to provide a sturdy loop into which a regular clothes hanger can fit.
This prevents the clothes hanger from scooting up and down the line in breezes and also helps to prevent the hanger from coming unhooked.
The reason I made these versions is because I wanted the arms that fit over the line to be longer and to have straight sides.
The material of the arms and around the hanger holes is thick as well so it is quite strong.
And also because my wife only wanted simple holes to fit the clothes hangers into, not the stepped holes of the commercial part.
So I made a very simple version and also one that is a little closer to the commercial part.
Either one will do the job.
For both versions I chamfered the edges on both faces to hopefully be a little less harsh on the clothesline, especially if it is made of braided material.
I have made several of these and she loves them.
They work great.
Even in moderate winds the hangers and clothes do not come off the clothesline any longer.
And these clips stay in place nicely wherever they are placed along the clothesline rather than scooting around.

I made them using black ABS which should hold up well in sunlight.
However, any rigid material will work (PLA, PETG, ect.).These are extremely easy to print and use very little material.
Post-Printing
Be sure to smooth any rough edges so the clips do not abrade or cut into the clothesline.
Otherwise, nothing special needs to be done.
Answers to questions
Q- The question has been asked as to why this is needed at all.
A- There are things that we hang on the wash line using plastic hangars because they are too delicate to be dried in a clothes dryer, or if pinned to the line they could be distorted or damaged by the clothespins themselves.
If simply draped over the line, all too frequently they blow off the line in the wind (it is very windy here).
And if the plastic hangar is merely hooked over the line, as often as not when gusts of wind come along both the clothes and the hangars end up on the ground.
Also, because of the natural sag of the line and the wind, the hangars would scoot along the line, usually ending up clumped in the middle.
So we resorted to using clips or twist ties to attach the hangars to the clothesline, effective but hardly convenient.
Recently my wife saw the original "Minky" clips online and thought they were a good idea.
However, she didn't care for some portions of the design (the stepped holes), or the price, or that we had to order them.
So I designed these, printed a few, and they work like a charm.
They don't come off in the wind and they don't move along the line.
Problem solved! :-)
