Mounting for a Garmin Edge Cycle GPS. It was originally designed for a 130, but I think most "Edge" GPS units use the same mounting plate. In any case, you use your own mounting plate and the shorter of the rubber "O" rings supplied with the Garmin unit.
NOTE: This is designed for 32mm handlebars only. Thinner bars may need some creative padding in the clamp.
This can be used to locate the GPS in front, top or behind the stem as pictured. I found the original bracket when fixed directly to the handlebars caused the unit to interfere with the rest of the hardware on the bars when you tried to fix/remove the Edge.
You will need extra hardware - (all M4) - 1 of 25mm & 2 of 30mm countersunk bolts. 1 plain nut and 2 Nyloc nuts (5mm high if available, but full size 6mm are just fine).
Use one strip of 1mm adhesive rubber (or similar) to fit inside each clamp to prevent the clamp from twisting on the bars after fitment. You can use any 1mm sticky items, or just glue some rubber inside the clamp. Alternatively, three layers of electrical tape and/or masking tape will do just fine - anything to prevent the whole assembly twisting.
Using a long M4 bolt, pull the plain nut into the thumb-wheel until it locates at the bottom of the hole. It's designed to be a tight fit - ensure the hexagonal hole is a clean as possible from sprue/debris.
Assemble as shown in the diagram. The thumb-wheel fits from both sides as required.
Assemble the two pivot plates with the narrow channel mount-side (Pivot B) and the wider channel to the clamp-side (Pivot A).
When assembling, do not put too much torque on the lower clamp locknut you may split the clamp. Tighten both clamp nuts such that there is an equal gap either side of the handlebar. If gapped correctly, you don't need to loosen the clamp locknut at all when removing the unit from the bike.
Tighten the mount locknut just enough to allow the mount to rotate.
Observe the location/routing of the rubber "O" ring in the picture - it's from the front, not the back as you may expect.
"Always use the lanyard for extra safety".
