Summary
This is a customizable cupholder. The uploaded STL is for a mug about 86mm in diameter, with a handle that is 16mm wide that, at the handle’s lowest point is 32mm measured down to the base of the mug. It fits an IKEA IVAR bookcase side rail, 14mm wide (it was a tight fit. You might choose a larger value). where the side-rail has 30mm of clearance before you'd hit the shelf.
All of these parameters are adjustable in the customizer.
I printed it in PETG so it would hold its shape even if the mug has boiling hot tea in it.

Used PrusaSlicer paint-on supports for just the straight underside of the lip. Bridging between the cup and the lip works just fine.
