tldr; This print covers the 5V power socket of the GX4000 so it's impossible to accidentally connect a replacement power supply to the wrong power socket and destroy the console.

Long description:
The GX4000 has two power connectors at the back. The outer one was meant to being used, when the console is used with an Amstrad monitor. This connector accepts 5V. The other one is meant to being used with TV sets and accepts 9-12V. The connectors are similar but with the original power supply it's impossible to connect it to the 5V connector. However since people sometimes had to replace the power supply, the risk is high, that the new power supply fits into the wrong socket. 9-12V on the 5V rail of the GX4000 will most certainly fry the console. This cover will prevent anyone from accidentally connecting to the 5V connector.
