Summary
added feet using a spacer that slides into the rails on the Ender 3 printers, and simply opened up the tube to allow the cable to slide in. should be easy enough to create a closing mechanism if needed but this holds cables fine as is.
Small update a day later: I changed the design to be able to snap in and out of the Ender 3 frame rails. Printed in old PLA and it doesn't seem too brittle, though I was worried about the size of the clipping portion. This design can still slide in and out from the edges too.
