Summary
This is a horizontal wall mount for the Lego Technic Porsche 911 RSR model # 42096. There are other wall mounts which hold it vertically, which I don't think looks as nice as horizontal.
It holds the car roughly in the center of the model under the seats/cabin - it should be pretty easy to figure out. The mount will hold the car in an earthquake, assuming the wall stays up. You have to put in a bit of pressure to "snap" it into place.
