I bisected Animatrolog's waving lucky cat (https://www.thingiverse.com/thing:2122202) so that the arm can wave.
It uses a standard skateboard wheel cartridge bearing and an elastic to give it some wavy movement.
I'm planning on remixing it again to use a microcontroller and micro servo so the movement could be programmable.

If you don't want to do much sanding/finishing work, then maybe print the body at 1% larger and the arm at 1% smaller in order to use a standard skateboard cartridge bearing.
You can see in this initial print that the bearing fit was a little too tight and caused some cracking.
