Summary
I used PC because it is a small component and will undergo reasonable stress. I rotated the STL to have the bottom of the "T" track on the bed and I used tree supports from the bed to support the overhanging pins and the suspended portion of the "T" track. The piece is pretty difficult to put into the shutters as PC doesn't have too much flex but its in there now and seems to work just fine.
The track segment is overall 1.3" long. My shutters had around 1/2" of overhang from the top pin to the end cap. I simply removed 1.3" from the existing track and pushed the new part into the tilt bar.
